No cash back at POS transactions

I'm having to change my banking/shopping style since moving here.
In Washington, I could use my debit card with a Visa logo and while completing. a Point-of-Sale transaction, choose to run it as 'debit' or 'credit'.
If run as credit, I sign a receipt and that's that.
If debit, I type my PIN and can choose to get cash back.

However, with my Wyoming and South Dakota debit cards, when used at a POS they can only be run as credit, and therefore not usable for getting 'cash back' on a transaction.

When I had my Washington-based card, it worked fine and I used Wal-Mart and Safeway as my ATM quite often when first arriving, since there wasn't a local branch of my WA bank.
But now my only banks are local and so I can't do that anymore.

The teller at Wells Fargo in Spearfish (SD) explained that it's "on the way" and South Dakota would likely have it in a couple years.  The teller at Sundance State Bank (WY) just said that's the way it was and wasn't sure about the time horizon.

So, just an "FYI" on debit cards.

Look for a Pinnacle Bank in Gillette, or use the one in Newcastle. They have a full debit/ATM card. I opted OUT of the debit thing, since I consider that terribly dangerous and won't have one, but it is available. I have a separate credit card for emergencies. (Never have paid a penny in interest either.) I don't see any particular advantage in rolling them all into one myself. Each to his own.

I have a debit/credit card from Bank of the West and there are lots of places in Cheyenne I can get cash with purchase, although not everywhere. Usually supermarkets and big-box stores are amenable, but convenience stores tend not to be. Most of them have a separate ATM-machine that charges outrageous fees and I suspect that's the reason you can't get cash with a purchase.
