So what are the rules in Wyoming?

I found this article about gold and silver and as I read it gold and silver can be taxed in Wyoming depending on the city you're in. I'm not 100% sure because the map is too damn small.

Is that right? Do any cities really tax it?

If it is not a coin, then it is taxed, at least I know Casper and Sheridan do.
