What are some of the "milder" areas of Wyoming? Are there any near Cheyenne?

You'll find lots of information about climate, elevation, etc. in this board.

You can also do a search string on "Cheyenne" and "climate" to find scattered other posts on the subject.
The mildest climate, far as I know, is here in the north east corner of the state. The folks in Cheyenne will have to speak for themselves.

There are actually several different little "banana belts" in Wyoming. Newcastle is one, Greybull/Basin is another, and Wymiles mentioned that Lander is too.
