WTS 40 acres outside of Newcastle, WY (pic heavy)

My brother is looking to sell his 40 acres about four miles outside of Newcastle. It's a great property with some beautiful views and comes with a barn already on the property. The barn isn't in the greatest condition but we've fixed it up a fair bit and it's structurally sound. It's already got phone/power on the property and there's an existing cement cistern that would be great for livestock. The main part of the property is almost an open prairie surrounded by hills and trees.

His asking price is $155,000.

Ewwwwww! The place is infested with those darn hay burner's ;)  As an uninterested observer, who has visited, it's GORGEOUS out there. And it is quite the sturdy barn. Too bad, we already got our place.

Is access by a dedicated public road or legal easement?

Legal easement of roughly 1/3 mile from the main road. Power and phone are already on the property, the only thing missing would be water. You could have the spring at the back of the property drilled and possibly get water that way, get a tap from the water district which would be expensive, or just haul your own water.
