Changing your "withholding" beyond the actual amount is ILLEGAL. They could get you for underpayment of taxes and a penalty.
The point is that they're stealing your money in the first place. Why live under such oppression? Why contribute to the socialism and the redistribution of income? Why perpetuate the handouts to those who produce nothing?

The sales tax where my daughters live is 9.25%. That alone is reason to get the heck out.

Boing just moved their 787 production to South Carolina because of taxes and draconian labor laws in WA.  State officials are shocked, shocked I tell you...

Another reason my wife and I are looking to get out to Wyoming.  Washington is not as bad as CA, but still the type of place where voters vote in tax hikes and against any controls on govt spending and taxing ability - yesterday's election being an example.  Have been trying to get out to take a look around Weston and Crook counties but she's gone through two bouts of cancer in the last three years (three in total) and is finishing up one now.  So, we are planning on another attempt next summer with an eye to retiring there in 3 or 4 years.

I dont know how it could sound like a press release; Why would the state release a statement including "Basically the state is borrowing money, albeit by force"?
I am just stating the facts.
Changing your witholding, as you said, will negate the state's plan.

Your assertions that it's not a tax and will not affect people since they will get the money back:  Especially while ignoring the history of the state not paying their bills.

It's not illegal to change the withholding to what your taxes actually are.  I've always had more withholding taken out than my family status indicates, because I always had more (legitimate) deductions than average.  I always arranged it to try to get a nominal amount (a few hundred) back rather than have to pay, but having to pay a nominal amount is legitimate as well.

Perhaps my language wasn't concise enough!
It is illegal to claim more deductions on the CA W4 than you are entitled to. You can also claim additional deductions for itemized deductions which you had last year or expect to have this year. Same as the federal. My point being that you can't simply claim a bogus amount to reduce the withholding during the year and then get it back later, at least not legally.

Yeah, they're trying everything in the book. Maybe after this year they'll claim that since people didn't scream about the extra withholding that they'll just go ahead and raise the actual tax rates to match!

 I understand it... What I understand and what it will be are different things ..
  One is "theory" and  one is "practice" ... Lets see how long it will last , for one thing.

 They are the ones who have goofed everything up. Not me or the citizens.
 If I need money and have to borrow it from any source I have to pay interest. But not the state!

 Like all govmints that get out of control it is more taxes by whatever name the y want to call it..
 We are already paying almost 10% here for anything we buy... Then some cities have a tax on top of that..

 At my age I have seen nothing but lies and BS from  politics, no matter who they were , no matter if I voted for them , etc..
 I have contributed to Ca. for well over 50 years... Lots and lots of money. It stops with me as soon as I can get out.
 Why am I upset, because I find I am getting less and less in return.
 From the roads, to the state parks, from any kind of service, to no service. 
 Not only have the gun laws gone over the top it is several other factors as well.
 This used to be a conservative state....
 Then after WW2 and up through the 60s it grew... By the 70s the gun laws were being turned against us...
 It happened because poeple from the east coast, midwest etc..  came here in droves. Millions of them..

 The Californians you rant about are first or second generation Californians, all from the midwest and the east coast.
  I m a 4th generation Californian on my mothers side... You shouldhear my mom on a rant about how all these people wrecked the place..
 Ca is a beautuful place.. And in some places has amazing weather... Deserts that are mindblowers, mountains, not hills, ocean,
sking, hunting, the sierras, forests, fishing , etc... hard to beat...
 But it is crammed with too much ... you name the problem... its here...

 I feel like the frog in a pan of water that is slowly heating up.. Soon my goose will be cooked.. And I wont even know it..

You know, I've only recently begun to appreciate California's heritage, and that's the best encapsulation of the place I've heard yet. I grew up in northern Virginia, the whole of which (at least over the past 25+ years anyway) is only a suburb of DC, so I can sort of empathize. NOVA (as we tend to call it) used to be a part of VA, but has slowly, continually sucked the life out of it the more Fedgovco grew and grew.

That should say something right there....I hated NOVA so much that I left it for SoCal. If I had the TINIEST idea beforehand, I'd have bolted straight for Wyoming (or at least Montana) instead. Yeeeeesh....

 Very few can say Im leaving next week and then go...Unless they have nothing to give up or leave behind. 

 I am a very prudent man. I plan. Then I act.
 This is not something anyone should take lightly. This is a major move in my life and to those in my family.
 I do not take what Iam planning as a whim, and then, gee, if it doesnt work I'll move again,  I can go back to California.
 In my life I dont have that kind of time. When this move comes to Wyoming, Im staying, and will be the last move I make in my life.
 I might move a few times in Wyoming ,but maybe not...
 
I do know one thing I have learned over the years , and that is , it is very easy to critize someone else.
 
 At my age most guys are doing nothing. I have a very busy, rich, diverse, and productive life.
  But if we examine our approach to things I imagine others could be criticle as well,of you or anybody.. Easy to do. and easy for you to say so.
 Not many people have that simple of a life and all the other conditions that make up a  life.

 Maybe your life is simple and not much to deal with.
 Mine is not that simple.
