I found this online. It's a guide for local government agencies on dealing with a possible EMP event.

What do you think? Is it accurate?

If that is official guidance for bureaucrats, it sounds pretty tame.

My opinion is that any sufficiently large disaster will have power hungry psychopaths jumping in with oratory and arguments explaining why they should be the king. I would probably be one of the first on a soapbox arguing that we DO NOT need a king to run things; we just have to be ready and willing to cooperate, work, and trade so that everyone survives.
