I used to have a house on a piece of property like that. The people who lived there were farmers, ranchers, Mechanics and trades people.
Everyone owned a tractor of sometype and scraped or repaired the road every time they went up or down it. The trouble started when a rancher up the road subdivided his property and sold off 10 acre lots. The people who bought these lots were mainly retiring city people from California or New england. The complaints started almost at once about the dust from the road and the damage the road was causing their cars and farmer so and so repaired the road and caused a scrach on their new Escalade and they wanted to sue. Then no one wanted to be involved in repairing the road. it went to hell. The the newcomers complained even more. More threats about law suits, more payoffs to the county politicians. Taxes and levies came next and county people from a place called Nuisance Control showed up.
It became a horrible place to live. So I sold and moved too.
