I'll preface my remarks by pointing out that I have no expertise in this area whatsoever....
I tend to look at this topic from the standpoint of allocation of scarce resources. So, unless the nuke-throwers have unlimited resources, I'm inclined to think they'll be looking for the greatest return on investment. I realize there may be a few key targets in Wyoming (e.g. military bases). Aside from those, however, I can't see why they would allocate scarce resources (expensive b0mbs) to a state with a total population that is lower than many U.S. cities, and is mostly wide open spaces.
